Technically, yes. It will likely be pirated, and it will likely end up being a lot of trial and error, with potential mistakes costing thousands of dollars.

In most cases, I start with someone else's tune, and do any further fine-tweaking using Unisettings or Lemmiwinks.

What are options for logging besides VAG-Com now that ECUx is all but unavailable?

Was it running race gas? Jeller raced a guy on upgraded turbos with and without race gas, and it was night and day difference. The race gas should have been good for a low 12 in an S4 based upon the car's abilities.

X...

As far as I know:
- a stopwatch
- a long screwdriver for the guy in the engine compartment to listen for detonation
- some paint marks and another guy riding in the engine compartment with a timing light
- another guy outside the car to listen to the exhaust
- yet another guy in the engine compartment with a infrared temp gun to check turbo temps
- some scaffolding around the front of your car to keep the guys from falling out

Honestly...I have no logging alternatives....yet.

It would definitely make a difference of a good 40+ hp with serious turbos. My car, even though I haven't logged it, feels like about 20hp between 93 and 100 octane.

Are these the new Tial turbos? They dont look like GTs to me. For 2650 it isnt bad. What is the size comparable too? 25R or 28R?

Actually, yes, they are the Tials, but not the versions that are in their R650 kit.
