Cleaning out a stock cat will do jack crap for performance.
The newer catalyst flow much more than the old ones from the 80's.
The only way to get a performance gain is to increase the size of the downpipe and run a test pipe or high flow cat

You're going to say that a newer high-flow will out flow an empty cat? You're right, however, a bigger downpipe is pretty much a needed mod for any build.

I'm saying that newer catalyst don't hinder flower as much as the early days of cats
therefore the gains you get are not that great.
Why go through all that work on a stock downpipe for gain you'll never notice

I'm no longer worried about the legality as much as I have a friend at an inspection shop. The other big thing was cost. I can pick up a no name downpipe with test for around 80 bucks where as a catted is closer to 400. I will look into something more brand name, possibly apr.

Not sure what your car is but there is an APR 3" DP for a 1.8T
Golf/Jetta on here going for $175.
